Dielectric: charges stay local The electron cloud shifts a little, but each electron remains near its atom.

Purpose:

Dielectric mode shows local shifting: atoms become tiny dipoles.

Conductor mode shows long-range motion: mobile electrons can move across the whole object and collect near a surface.
